Treat the e-stepper as a tool evaluator with its own tab (#4416)

* Treat the e-stepper as a tool evaluator with its own tab

Add the e-stepper capability and tab id. Like the Stepper, the e-stepper
evaluator is hidden from the evaluator dropdown and selected by opening its
tab (a placeholder until the e-stepper web plugin's live tab registers),
the REPL is hidden and resizing disabled while the tab is open, and the
step-limit control applies.

* Mobile: keep the REPL collapsed on Run from a conductor stepper tab

Pressing Run keeps a conductor Stepper/E-Stepper tab selected, but the
mobile workspace only treated the legacy Stepper and the CSE machine as
tabs that show the evaluation themselves, so it expanded an (empty) REPL
drawer over the tab. Move the decision into mobileReplBehaviour, covering
both conductor stepper tabs, and test it.
