fix(ev3): take the EV3 compiler only from the language directory (#4413)

Remove the bundled public/evaluators/ev3-remote-runner.js and its silent
fallback. That copy had gone stale: it compiled Python with variant 0,
emitting the §1/§2 comparison opcodes (e.g. LTG12) that the robot's Pynter
VM rejects, so any EV3 program with a comparison failed on deployments
whose directory lacks an ev3 evaluator. A missing ev3 evaluator now fails
with a clear message instead.
