fix(agent): find listbox options that render outside aria-controls (#977)

* fix(agent): find listbox options that render outside aria-controls

A combobox can point at an empty listbox while its suggestions appear elsewhere, so the wait ended before they existed.

* test(agent): arm the portal suggestion after the snapshot

The hook was installed before observe, so the delay could start during the snapshot instead of during settle.

* fix(agent): keep watching for suggestions outside a populated listbox

An existing option in aria-controls hid a later portal option, and options already on the page could look new once that listbox cleared.
