feat: bump kcl lib to 0.13.1 and serve the full RPC surface over REST (#603)

lib v0.13.1 reshapes the Go client surface in ways that let us retire the
workarounds this repo had accumulated against v0.13.0 and against the
pre-release lib pin.

- ListMethod is now part of api.ServiceClient, so the REST handler no longer
  needs the listMethodClient interface assertion that faked an empty method
  list when the embedded dispatcher had not registered
  BuiltinService.ListMethod. The endpoint returns the runtime's real list.
- The ListDepFiles RPC is gone upstream, completing the removal started in
  #601: the protorpc transport, its service descriptors and the last
  ListDepFiles aliases all go away, taking google.golang.org/grpc and
  github.com/chai2010/protorpc out of the module graph.
- v0.13.1 ships the sourcemap_output/sourcemap fields from lib#326, so the
  temporary `replace kcl-lang.io/lib => ./kcl-lang-lib` pin (and the
  ~100MB lib checkout that fed it in all four workflows) is no longer
  needed. Both were explicitly marked "drop once v0.13.1 ships"; main's
  WithSourcemapOutput tests pass against the released module.

That leaves the route table short of the runtime's advertised surface, so
register the six RPCs v0.13.1 added — FormatTestReport, GenerateToml,
GenerateKcl, GenerateOpenAPI, GenerateProto and GenerateDoc — plus
KclService.Ping, which the runtime advertises but which was only reachable
under the BuiltinService spelling. TestRestServerRouteParity derives the
expected routes from ListMethod rather than hard-coding them, so the next
lib bump that adds an RPC fails there instead of silently shipping an
endpoint that was never wired up.

Also restore the rename fixture via t.Cleanup so TestRename leaves the
working tree clean.

Verified: go build, go vet and go test ./... under CGO_ENABLED=1 and
CGO_ENABLED=0; route parity is exact at 28 advertised / 28 registered.
