fix: Keep leading whitespace in select options

consumeOption skipped the whitespace after a select option's opening
brace before the empty-option lookahead saved its position, so the
lookahead reverted to after the whitespace and no token covered it,
unlike in plural and selectordinal options:

    {g, select, other{  hi}}

    Before: literal "hi"
    After:  literal "  hi" (as in {n, plural, other{  hi}})

In multi-line messages such as testdata/nested.icu.txt, this dropped
the line break and indentation that start each select option.
