paritytest: scale the edge length tolerance by unit (#162)

assertEdgeLengthMatches allowed 1e-12 radians, 1e-9 kilometres and 1e-6
metres between the pure-Go and cgo edge lengths. Those are not the same
bound: 1e-12 radians is 6.4e-9 kilometres, so the kilometre and metre
checks were six times stricter than the radian one and the test could
pass in radians and fail in kilometres on the same edge.

It did so the first time the package ran on linux-arm64, where gcc
contracts the C library's projection arithmetic into fused multiply-adds
and a resolution 14 edge came out 1.1e-9 kilometres longer than in Go:
1.7e-13 radians, inside the radian bound and outside the kilometre one.
An edge length is the distance between two boundary vertices each placed
with a last-bit, platform-dependent error, so the right bound is
absolute and angular; at resolution 14 and 15 it is a few parts per
million of the length.

Keep the 1e-12 radian bound and derive the kilometre and metre bounds
from it by the earth radius, so the three units agree on what passes.
