ci: run the deep tests nightly on linux-amd64, linux-arm64 and macOS (#163)

The push workflow runs every test at its default depth, which is what
fits in a few minutes under the race detector: conformance digests to
resolution 3, the exhaustive invariants to resolution 2, the exact
projection check to resolution 2 and one million validity patterns. The
deeper settings behind the environment variables were only ever run by
hand, on one machine and one platform.

Add a Nightly workflow on a daily schedule and a manual dispatch. It runs
the whole module once on each of ubuntu-latest, ubuntu-24.04-arm and
macos-latest with H3_CONFORMANCE_DIGESTS_MAXRES=7,
H3_CONFORMANCE_PATTERNS_MAXCOUNT=10000000, H3GO_INVARIANTS_MAXRES=3 and
H3GO_EXACT_PROJECTION_MAXRES=4, without the race detector, with a Go
timeout below the job timeout so a hang names its test. Because the
whole module runs, the cgo binding and the differential paritytest
package are also built and run on arm64 and macOS for the first time,
which watches the C library's own platform behaviour as well as the
port's. One Go version is enough; the push workflow covers the others.

When a scheduled run fails, a last job opens an issue labelled nightly,
or comments on the open one, with the run link, using the gh CLI on the
runner rather than another pinned action. Dispatched runs do not file
issues. The README gets a badge and the conformance README a paragraph
on what the nightly runs.
