feat(version): take the version from Go's build information

Since Go 1.24, building a package in a git checkout embeds the version from the tag: v0.10.0 at the tag, a pseudo-version such as v0.10.1-0.20261006100342-49ccb3a30081 after it, and +dirty for uncommitted changes, together with the commit time. internal.Version reads that with debug.ReadBuildInfo, as hi265 does, so a release no longer means editing internal/version.go, and a build between releases names its commit instead of the last release. internal/version.go and the Makefile -ldflags are gone.

The Makefile already built ./cmd/<name> as packages, which is what makes Go embed the version. Its out/ targets are now .PHONY, through one static pattern rule. Their prerequisites were only .go files, so a binary built before a commit or a tag was kept and went on naming the old one; a go.mod change did not rebuild it either.
