Address review: real IDR in oversized-frame test, fuzz regression inputs

- TestDecodeRejectsOversizedFrame now uses a real IDR slice and runs for
  both CAVLC and CABAC, so with the size check removed it reaches the
  per-macroblock allocation instead of failing early in the slice header.
- Add regression inputs to the FuzzDecodeNALUs seed corpus: Intra16x16
  vertical prediction without a top neighbour (CAVLC and CABAC) and an
  oversized SPS (CAVLC and CABAC).
- Fix the MaxFS comment: 139264 is the limit of levels 6-6.2.
