feat: add storage-neutral project query mutation contract (#348)

Adds a conditional query save/read envelope, actor-scoped operation receipt binding, typed conflict/capability errors and a storage adapter seam for Cloud and local APIs. A real filestore conformance test proves the current metadata/DTQL sidecar roundtrip and stale-revision refusal; legacy routes remain unchanged. Validation: go test ./pkg/dto ./pkg/storage/filestore.
