fix(filestore): correct the foreign keys file page, refuse non-UTF-8 files, delete keys files first

Corrects the foreign keys file page and its reader before any release writes the file. The format does not change: no member added, removed or renamed, version stays 1, the pinned file in testdata keeps its bytes.
