fix(stepper): open a step only from its header, hide inactive content (#2453)

A click in the content of a step no longer activates that step, so a
button there can call next(), prev(), navigateTo() or reset(). A click
on a header of a nested stepper no longer changes the outer stepper.

The content of the inactive steps is inert, so Tab and screen readers
reach only the active step. The header of a disabled step, and of a
step that linear mode locks, has aria-disabled.
