feat(input, mask-input, date-time-input, date-picker): read the selection (#2452)

Add read-only selectionStart and selectionEnd, as in the textarea. The
input returns null for the email and number types, as the native input
does. The mask behavior mixin adds them to the mask input and the date
time input, and the date picker reads them from its editor.

Make start and end optional in the setRangeText() signature of the date
picker. Without them, the method replaces the selected text.
