feat(sidebar): add flat flagged layout without workspace names

`plain` shows the same flagged list with session names alone; `flat` remains the default.

`sidebar flagged-layout toggle` now leaves `tree` for `flat` and either flat form for `tree`, so a script
that toggled between the two existing layouts behaves as before.

`ControlFlaggedLayoutMode` gains a `.plain` case.
melonamin/agterm-linux needs a `.plain` branch and the new toggle predicate,
`current == .tree ? .flat : .tree`, at its next core sync.
