fix(control): listen with a SOMAXCONN backlog (#717)

The accept loop serves one connection at a time, so a main-thread stall
or a client that connects and sends nothing leaves later clients in the
listen backlog. At a backlog of 8, Darwin refused the next connect with
ECONNREFUSED and the client failed at once: status hooks, scripts and
event streams alike. With SOMAXCONN (128 on macOS) they wait for the
accept loop instead.
