Drop inline from _md_pop_all_locked() (#1712)

## What do these changes do?

Drops `inline` from `_md_pop_all_locked()`, leaving it plain `static`.
GCC already decides its inlining on its own, so the generated code does
not change; this follows #1707.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No.
