Test the Go releases that can actually build this module

The matrix named 1.21-1.23 alongside 1.24 and 1.25, and those jobs passed only
because setup-go@v5 allowed the toolchain to download 1.24 and test on that
instead. They never exercised an older release. setup-go@v6 sets
GOTOOLCHAIN=local, so the pretence became a hard failure:

    go: go.mod requires go >= 1.24.0 (running go 1.23.12; GOTOOLCHAIN=local)

go.mod declares go 1.24.0, so the matrix now names what can build it.
