Fix the CI workflows, and the two issues the linter was hiding

Every push failed both workflows. Neither failure was about the code, and
fixing the linter surfaced two defects it had not been able to reach.

golangci-lint-action's own "latest" resolved to golangci-lint 1.64.8, which
cannot read the export data of a Go 1.24+ standard library. Every run failed
typechecking with "export data version 4 is greater than maximum supported
version 2" and then reported each stdlib import as unresolved, so the errors
pointed at imports and at tcell rather than at the real cause. The linter is
now pinned to a v2 release, which the action's v9 line requires.

With it running, two genuine issues appeared, both from the recent module
work: lineCSVParseFast was left behind completely unreferenced after the
intake path moved to hasQuotes, splitFieldsInto and lineCSVParse, and barChart
built its lines with WriteString(fmt.Sprintf(...)). Both fixed.

The test workflow failed while all five matrix jobs passed: the per-job
coverage uploads succeed, but the aggregation step looks the build up by a
different number than they register under and reports "No build matching CI
build number <run id> found". Coverage reporting should not decide whether the
code is good, so the upload and the aggregation are now continue-on-error. The
matrix also gained -race, which make test has run locally all along.

The release workflow triggered on a branch named master, which does not exist
here, so that trigger never fired; had it been corrected to main it would have
attempted a release on every push. A release belongs to a tag, so the branch
trigger is gone.

Also moved checkout and setup-go off the actions that GitHub now reports as
targeting a deprecated Node runtime.

CLAUDE.md claimed CI tests Go 1.21 and that features newer than 1.21 should be
avoided. go.mod declares go 1.24.0, so the three lower matrix entries download
a 1.24 toolchain and test on that; the effective floor is 1.24... (continued)
