feat(storage): retry transient failures of Storage reads (#1436)

* fix(storage)!: throw CancellationError when the caller's task is cancelled

URLSession reports a cancelled Task as URLError(.cancelled), which StorageApi.execute
wrapped as StorageError(.transport). Auth and PostgREST already normalised this through
RetryRequestInterceptor. A URLError(.cancelled) with no task cancellation behind it stays
.transport.

Fixes SDK-2008

* feat(storage): retry transient failures of Storage reads

RetryPolicy and RetryRequestInterceptor are now public. StorageClientConfiguration gains
retry (default .default, nil disables) and clock; SupabaseClientOptions.StorageOptions gains
retry, mirroring db.retry. Storage replays only GET, HEAD and list(); uploads, moves, copies,
removals and bucket changes are never replayed, whatever the policy's retryableMethods says.

Fixes SDK-2007

* refactor(storage): keep RetryPolicy internal; expose only retryEnabled

Callers switch Storage retries on or off; which requests are safe to replay stays the SDK's
decision. RetryPolicy and RetryRequestInterceptor return to package access,
StorageClientConfiguration.retry becomes retryEnabled: Bool, the clock becomes package, and
SupabaseClientOptions.StorageOptions.retry is renamed retryEnabled. Also fixes the DocC
warning from linking the internal retryableURLErrorCodes.
