test(skeleton): anchor the window step to the minute it ingested

The anchored-window step asked for [at, at+1h) with `at` recomputed as "two minutes
ago" at the moment that line ran, while the rows it was looking for had been posted
with a bucketAt of "two minutes ago" several HTTP calls earlier. Cross a minute
boundary in between and the window started one minute after the bucket, the row fell
outside it, and the run failed on `id="perf-path-<md5>"` - which reads like the path
hash changed and is instead a clock.

~2 % per leg, so it showed up as one job in a matrix of four going red with a
message that pointed at the wrong thing. One instant is now taken once, before the
payload is built, and both the bucketAt and the window come off it. Reproduced
deterministically by sleeping 65 s before the step: red on the old script, green on
this one.
