ci(skeleton): judge the released leg by the release's own harness

That leg has been red since v2.1.0, and never because `create-project` was broken.
It installs the skeleton's committed lock and then ran *this branch's* e2e.sh
against it - so the moment a feature here grew an assertion, the leg asserted a 2.4
page against a 2.0 install and failed on `data-controller="perf-range"`. A tripwire
that goes off on every feature commit and clears only after a tag plus a re-lock is
a tripwire nobody reads.

It now checks `tests/skeleton` and `templates` out at the tag the lock pins and runs
that, which is the only version-correct question to ask of a published pair: does
the bundle that `create-project` installs still pass the checks it shipped with? The
lock being behind the newest tag is a release chore rather than a regression, so it
is a ::warning on the run instead - visible when you look, not red when you push.

Needs the tags, hence fetch-depth: 0 on the bundle checkout.
