Load the sanitizer and benchmark sections of AGENTS.md on demand (#1692)

## What do these changes do?

`AGENTS.md` is loaded into every agent session in full and had grown
past Claude Code's large memory file warning (about 40k characters).
This moves two task-specific sections into skills under
`.claude/skills/`, which Claude Code loads only when the task needs
them:

- "Sanitizer builds" (ASan, UBSan, TSan recipes) →
`.claude/skills/sanitizer-builds/SKILL.md`;
- the before/after callgrind procedure from "The comparison tables are
refreshed at release time" → `.claude/skills/perf-measurement/SKILL.md`.

Both sections keep a short pointer in `AGENTS.md` with the file path, so
other agents and humans can still find them, and the rules that must
always apply stay there: never add `-I`/`-E` to the ASan command, and do
not regenerate the benchmark tables in an ordinary PR. The skills hold
the moved text unchanged.

The "Useful entry points" file table is dropped, since `ls` and the
headers show the same; its one gotcha, that `pythoncapi_compat.h` is
vendored, is already in "Things not to do".

`AGENTS.md` goes from 40.6k to 30.9k characters.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No. Agents other than Claude Code do not load `.claude/skills/`
automatically; they reach the moved text through the pointers.
