chore(rust): bump rust nightly to 2026-10-04 (#13086)

# Description of change

- Bump the nightly toolchain used for `ci-fmt`, `ci-udeps` and the
formatting helper scripts from `nightly-2026-06-29` to
`nightly-2026-10-04`.
- Set `comment_width = 100` in `rustfmt.toml` so comments wrap at the
same width as code (it defaulted to 80).
- Reformat the workspace with the new rustfmt and setting. The diff is
formatting only, mostly rewrapped comments.
- Regenerate the GraphQL schema (`schema.graphql` and its snapshot) and
the OpenRPC spec, since their descriptions come from the rewrapped doc
comments. Only line wrapping changes.
