Show the terminal menu on right click with tmux's mouse option on

With tmux's mouse option on, VTE gave right clicks to tmux, whose menu can't
paste the clipboard, so the terminal's menu never showed. The pane now takes
right clicks before VTE, and only lets them through to a program in the pane
that has asked for mouse events (Shift+right-click still gives the menu
there). Copy and Paste are also in the main menu.
