fix(settings): keep the General tab from scrolling

the "Open links in" row made the General tab taller than the Settings window, so it scrolled. "Use my global Ghostty config" and its hint now close the Sessions section and the Ghostty Config section is gone. The hint is one line.

the fit check passed on the scrolling layout: it compared the hint's bottom edge with the window, and the text fit while the section's bottom inset did not. It now scrolls the tab and requires the hint to stay where it was.
