fix(conventional-commits-parser): parse reference actions of footers followed by a colon (#1558)

A footer token may be followed by a colon, as in `Closes: <issue>`. The parser took such a
line for a footer but not for a reference action, so its reference had no action and kept
the token in `raw`. Footer lines now take an optional colon after the keyword, while the
header and the sentences of the body still need whitespace, since `fix:` is also a type.

The conventionalcommits preset renders these references under `closes` now, and its test
expects that.
