Release 1.8.3 (#1969)

Version 1.8.3 in qtpass.pri, qtpass.spec (with its %changelog entry),
qtpass.iss and the Doxyfile; the metainfo gets the 1.8.3 <release> and
the CHANGELOG its heading. Dated 2026-10-05; moved if the tag slips. The
Flatpak manifest follows the tag, which it pins by commit.
