Make the container image releasable: latest tracks releases, audit volume

- `latest` now points at the newest release (a v* tag without a
  pre-release suffix) instead of whichever of a main push or a release
  ran last; `main` tracks the main branch.
- The image ships /var/log/vouch, owned by the nonroot user and declared
  a volume, so the example config's file audit sink can start.
  Previously the image couldn't open its own default audit path.
- Published images carry a full build-provenance attestation and an
  SBOM.
