Fix the version stamped into images, and tidy the release

The v0.1.0-rc.1 image reported "v0.0.0-0-0bf077f-dirty" (the release
binaries were right):
- On a tag push actions/checkout replaces the annotated tag with a
  lightweight one, which `git describe` ignores. The binary jobs already
  re-fetched tags; the container job now does too.
- .dockerignore excluded all of web/dist, including the tracked
  .gitkeep, so git saw a deleted file and added "-dirty".

The GitHub Release is now marked as a pre-release for suffixed tags,
ships a SHA256SUMS file for the archives, and is only published after
the images it refers to have been pushed.
