[#86] Say why Submit is blocked and take the user to the problem

- On a blocked Submit, open the first section with a problem, close the
  group list, and show the field errors there
- Keep "complete all required fields" only for missing answers; a filled
  but invalid answer gets its own toast naming the section, question and
  reason (e.g. "must be an integer")
- Give number fields a readable type error for input like "2,5" instead of
  Yup's raw NaN message
- Capitalise the leading "this" in inline field errors
- Share one per-group validation between Next and Submit
- Port the QuestionGroupListItem completion tests to
  countValidRequiredQuestions, fixing the lint error from the removed
  checkCompleteQuestionGroup export, and add Submit tests
