feat(ChipSet): announce added and removed chips through announce() (#1561)

* feat(ChipSet): announce added and removed chips through announce()

ChipSet, and ChipInput through it, kept a visually hidden `role="status"`
span next to the set and replaced its text on every add and remove. They now
call announce() with the set as `context`, so each change is a message of its
own in the live region of the page, or of the modal dialog around the set,
also one in a shadow root, and dispose() has nothing left to remove.

Neither ChipSet nor Transfer renders `.visually-hidden` any more, so the
component split no longer has them require the helper; the calendar is the
one plugin left that does, which the install page now says.

* fix(ChipSet): announce the net change once per task and only while visible

Changes made in one task (a programmatic add followed by a remove, or a
batch of adds) now produce a single message instead of one per call, and
the chips the set starts with stay silent. A hidden or detached set
announces nothing.

announce() now finds the modal dialog around focus or context across
shadow roots and slots, so a set slotted into a dialog inside a custom
element speaks in that dialog's region. The chip-input and chip-set
checks in the a11y config read the shared live region instead of the
removed per-component span.

* chore: raise the bundlewatch ceilings for coreui.bundle.js and coreui.esm.js

The ChipSet announcement through announce() adds 199 B to
coreui.bundle.js and 204 B to coreui.esm.js (gzip -9 against v6-dev at
f13c6884), which takes the ES module 10 B over its ceiling and leaves
the bundle 10 B under its own. Both go up by 0.25 kB.

* docs: match the manifest example on the install page to the built manifest
