test(mp4): describe what the built-fragment tests check, without history

The doc comments of TestEncryptBuiltFragment, TestBuiltFragmentSamples, TestBuiltMultiTrackFragmentSamples and TestMdatDataRangeInParts said what failed before the fix for #611. That history belongs in the commit and PR messages, so the comments now only say what each test checks.
