Cover utils.py and forms.py with tests (#1158)

Second of three passes. utils.py goes from 81% to 100% and forms.py from 74%
to 100% of statements, with the package at 95%.

utils.py had no tests for remove_css_class at all, nor for handle_var, which
is what resolves a template value to a Python one, nor for the argument
parsing behind the {% buttons %} tag. forms.py had none for render_button's
sizes, types or optional attributes, and none for the standalone
render_form_errors and render_formset_errors.

Two things worth knowing rather than buried.

The malformed-argument guard in parse_token_contents cannot be reached through
a template. Django's kwarg_re matches every non-empty string and
split_contents never yields an empty bit, so only a direct caller can trigger
it. The test calls it directly and says so, rather than pretending a template
can get there. Unlike the unreachable branch removed in the previous pass,
this one does protect something, so it stays.

{% buttons ... as name %} binds a plain str rather than a safe string, so
rendering it with {{ name }} escapes the markup and a caller needs
{{ name|safe }}. The test pins both halves. This package is in maintenance
mode, so that is recorded rather than changed.
