fix(DateInput, TimeInput, DateRangeInput): report minDate for a date before year 1 (#1546)

* fix(DateInput, TimeInput, DateRangeInput): report minDate for a date before year 1

A field given a date before year 1, such as `new Date('0000-06-15')`, showed
the filled sections without `is-invalid` and reported `incomplete`, because
a year below 1 counts as a section below its minimum. When every other
section is filled and the field does not hold the focus, it now reports
`minDate` and marks itself invalid, as for a date past `minDate`; while the
field is focused, a typed `0000` stays an entry in progress and becomes year
1 when the field loses focus, as before. `isBeforeYearOne` in the date
sections util tells that case, so React and Vue can share it.

Home and End now move to the first and last section in reading order inside
a right-to-left page as well, as the React and Vue fields do and as the
keyboard table describes; only the arrows follow the visual direction.

The `hourPlaceholder` rows name the `hh` a 12-hour clock shows.

The unminified bundles grow by 136 to 137 B and the minified ones by 33 to
34 B (gzip -9 against v6-dev), mostly the new helper and its JSDoc;
`coreui.bundle.js` and `coreui.esm.js` break their bundlewatch ceilings,
which go up by 0.25 kB.

* fix(DateInput, DateRangeInput): read the focus from the field's own root

The year-before-1 check asked `document.activeElement`, which is the shadow
host for a field inside a shadow root, so a typed 0000 there reported
`minDate` while the field still had the focus. It now asks the root the
field lives in. The validation and accessibility sections name a date before
year 1 among the invalid cases and say its year becomes 1 on blur, and the
keyboard tables say the arrows swap in a right-to-left layout.

* test(DateInput): pin the year a date before year 1 takes on blur
