market_data: yield 317 as MarketDepths::Reset (#899) (#921)

Depth subscriptions delivered 317 (book RESET) as SubscriptionItem::Notice,
which filter_data()/iter_data() drop, leaving callers merging rebuilt rows
into a stale book. New StreamDecoder::data_from_notice hook lets a decoder
turn a bound notice into data; both drivers route notices through a shared
notice_item helper. MarketDepths maps 317 (MARKET_DEPTH_RESET_CODE, shared
with DATA_ADVISORY_CODES) to the new Reset variant.

Breaking for exhaustive MarketDepths matches; migration-5.0 §18.
