messages: NoticeCategory::RequestError; predicates follow category() (#898) (#922)

Request errors in 200..=399 that never answer an order (REQUEST_ERROR_CODES:
316, 354, 366, ...) were labeled OrderRejection. New RequestError category,
ahead of the band; still terminal. 200 and 320-323 also answer placeOrder,
so they stay OrderRejection.

is_warning/is_order_rejection now derive from category() instead of band
tests (folds #897); adds is_request_error(). notice_stream examples branch
on is_informational(). Migration 5.0 §19.
