refactor(PasswordInput): put the markup type back on dispose without checking the toggle (#1535)

`dispose()` put the markup `type` back only while the attribute still held what the toggle last wrote, which took a field and a comparison to spare a `type` the page set after init. It now puts the markup `type` back every time, the same contract Combobox and MultiSelect keep for the host attributes they restore. The guard against a second `dispose()` stays.

The spec for a page-set type is turned around to pin the new contract, and the `dispose()` row of the methods table drops that clause. The JavaScript bundles get 17 to 24 B gzip smaller.
