opt: fold opposite constant add and sub (#407)

Fold (n + c1) - c2 and (n - c1) + c2 when the signed difference fits.
A zero net becomes a copy of n and does not rewrite the constant, so a
shared c still cancels. A difference that does not fit, including a net
of the signed minimum, stays two operations.
