* opt: reuse one live constant before value numbering

Share a straight-line one-word AssignConstant before value numbering so
(n * 2) + (n * 2) becomes one multiply. The key is the parsed bits, the
width, and gprExtend. Volatile values, user variables, address-taken
temps, two-word constants, and joins stay split.

The pass runs after combineConst, so (n + 4) + 4 still folds to one add.
Helpers that are not declared in IrPasses.h now have internal linkage.

* fix: extend a narrow integer stack argument to eight bytes

A 4-byte integer on the stack was stored with a 4-byte mov, so the upper
half of the SysV slot kept leftover stack. Register arguments already
sign- or zero-extend. Constant reuse shrank a frame enough for that
leftover word to reach printf as 73014444033.

Aggregates still copy only their own bytes.

* test: pin the unsigned stack argument as an eight-byte store

%lu of 4294967295 still matches when the upper half of the slot is
already zero, so the old 4-byte movl passed this check. Require the
eight-byte store the register path already uses.
