* feat(trainer): add since_line cursor for incremental log polling

Add since_line and max_lines parameters to get_training_logs to
support incremental polling without token waste or 1000-line tail blind
spots.

- Use plain list collection in cursor mode so lines past 1000 are reachable
- Bound response with MAX_LINE_CHARS (2000) and MAX_CURSOR_CHARS (9000) budget
- Guard against crash log fallback in cursor mode
- Extract failure hint on most recent 1000 lines only
- Add TestGetTrainingLogsCursor covering reachability past 1000, pagination, reset, and budget
- Update tool schema snapshot

* fix(trainer): clamp max_lines and enforce character budget boundary

- Stop appending lines in cursor mode before exceeding MAX_CURSOR_CHARS
  to guarantee the page response strictly respects the 9,000-char cap
  without mid-line data loss.
- Clamp max_lines to [1, 1000] to match the advertised docstring/issue
  contract instead of returning a validation error.
- Add test_long_line_crosses_budget_boundary_not_appended to verify
  boundary enforcement.
- Add test_max_lines_clamping and test_tail_mode_max_lines_clamping to
  cover clamping across cursor and tail modes.
