Compose the Golang descent (#816)

We descend into the containers through one package-level function per
container type, named by the type moniker. Each function descends only
one level and calls the function of its items by name, so the descent
composes to any depth:

    abort = descend_ListOf_StructuralUnion(
        that.listStructuralProperty,
        action,
        recurse,
    )

The recursion is a run-time flag, so ``Descend`` and ``DescendOnce``
are thin wrappers around a single ``descend_<Struct>`` instead of two
duplicated bodies. We moved the moniker from the xmlization to
``golang_common.type_moniker`` so that both share it.
