conformance: add the regions group (#151)

regions/polygons.jsonl pins polygonToCells, polygonToCellsExperimental in
all four containment modes, and cellsToLinkedMultiPolygon of the classic
fill. Subjects are the pentagons at resolutions 0, 4, 8 and 12 plus three
seeded cells per resolution 0..13; each gives four rows: its boundary shrunk
by 0.8 filled one resolution finer, expanded by 1.2 filled two finer, the
same with the expanded center child as a hole, and a resolution-16 row for
E_RES_DOMAIN. Points are [lat, lng] in degrees, and multipolygon loops are
compared point by point with the angular tolerance, allowing any start
vertex and any hole order.

The first attempt used unscaled cell boundaries and failed on 240 of 270
rows in the full and overlapping modes. Running the same records through
the cgo binding showed the reference itself disagreeing with its own output
on 135 rows: a cell boundary puts the finer cells' vertices on the polygon
edges, so whether a touching cell counts depends on rounding, and the
degree round trip through the file was enough to flip it. Scaling the
boundaries moves every cell vertex clear of the edges; with that, the C
reference, the cgo binding and x/h3go agree on every row.
