conformance: add the digests group and drop the upstream PR comparison (#152)

digests/ covers every cell at resolutions 0 through 6, 16.8 million cells,
with twelve SHA-256 digests over text streams: one line per cell holding
the outputs of the hierarchy, inspection, traversal, edge, vertex, local IJ,
compaction and center round-trip functions. Two files hold the same streams
at two levels, per resolution and per resolution and base cell, so a
mismatch names the stream and the base-cell subtree it is in. The streams
are text rather than binary so a failing port can dump its lines and diff
them against the reference's.

The Go runner enumerates each resolution and each base cell independently
and checks every stream. It stops at resolution 3 by default, which keeps a
race-detector run to a few seconds, and goes to 6 with
H3_CONFORMANCE_DIGESTS_MAXRES=6; x/h3go matches every digest at every
resolution.

The generator's SHA-256 becomes a streaming init/update/final; the manifest
hashes it already produced are unchanged.

The README no longer describes the format by comparison with an upstream
pull request. The format stands on its own specification.
