conformance: add the sets group (#150)

sets/sets.jsonl pins compactCells and uncompactCells. Each subject cell
(every pentagon at every resolution plus two seeded cells per resolution)
yields six input sets: its grandchildren, its 2-disk, its 3-disk with one to
three slots cleared, its children with one repeated, its 1-disk plus a copy
of itself with reserved bits set, and its 1-disk uncompacted one resolution
coarser. That covers E_DUPLICATE_INPUT, E_CELL_INVALID and E_RES_MISMATCH,
and the runner also checks the uncompact(compact) round trip.

Two reference behaviours shaped the design. compactCells only reports a
duplicate when a parent collects more than its full child count, so the
duplicate kind repeats one of a complete sibling set rather than one cell of
a disk. Mixed-resolution input to compactCells is order-dependent in both
implementations and outside the documented contract, so it is not sampled.

Sets are now deduplicated as well as sorted on both sides: uncompactCells
passes duplicate input through, and a set with a repeated member would
violate the README. No existing file changes.

The localij pair logic moves into an ordinary per-subject writer so the
group loop has no special case.
