* conformance: add the traversal, edges, vertexes and localij groups

Four more groups of the h3-conformance/1 suite, all generated by the C
generator from the reference library and checked against x/h3go:

- traversal/cells.jsonl: gridDisk and gridRing for k 1..3, gridDiskDistances
  for k 2, and gridDistance, gridPathCells and areNeighborCells against a
  target drawn from the cell's 3-disk. Pentagon crossings give the E_FAILED
  rows.
- edges/cells.jsonl: originToDirectedEdges, the destination of each edge,
  and cellsToDirectedEdge against a target drawn from the 1-disk, which is
  the cell itself about one time in seven (E_NOT_NEIGHBORS). The runner also
  checks the origin and validity of every edge.
- vertexes/cells.jsonl: cellToVertexes and cellToVertex for numbers 0..5,
  with E_DOMAIN on pentagons for number 5. vertexToCell is left for a
  follow-up because neither Go package exposes it.
- localij/pairs.jsonl: cellToLocalIj and the localIjToCell round trip for
  (origin, target) pairs, one near target from the 3-disk and one far
  target drawn at the same resolution.

The subject sampling shared by hierarchy and the new groups is factored into
one "valid-cell subjects" procedure in the README and one sampleCells
function in gen.c, parameterized by the per-resolution count. Record writers
now receive the generator so per-subject draws happen after sampling, in
file order. inspection and hierarchy regenerate byte-identical.
