conformance: add the hierarchy group (#148)

Add the second record group to the conformance suite. One line per valid
cell with cellToParent at every coarser resolution, cellToCenterChild and
cellToChildren one resolution finer, and cellToChildPos against the
resolution-0 ancestor; consumers also check the childPosToCell round trip.
Resolution bounds are the only error source, and the file records
E_RES_DOMAIN for the children of resolution-15 cells.

Subjects are every base cell, every pentagon at every resolution and 32
seeded valid cells per resolution, 781 rows. x/h3go passes all of them.

The generator now runs each file's sampler from a fresh generator seeded
with the manifest seed, so files can be produced independently and in any
order; the inspection file is byte-identical to before. The Go runner gains
a generic per-group driver shared by both groups.
