fix: Refuse backticks in routes

Report a route that contains a backtick in datapages lint and gen,
with a hint to write it as %60, as for a double quote or a backslash.
Generated code writes the routes of pages with a stream or a reflected
signal into Go raw string literals, which a backtick ends.

Refuse the backtick on every page:
RFC 3986 doesn't allow it unencoded in a URL path.
