* Scope public talks, speakers and congregations to the congregation

Talks, speakers and the congregations used for public talks had no
account. Every congregation saw and edited every other congregation's
schedule, and find-by-id worked across accounts.

- All three tables get account_id. Existing rows go to the first
  account, as in earlier scoping migrations.
- Controllers, forms, filters and the home page read through
  current_account. A talk or speaker must reference records of its own
  account.
- The public schedule moves to /discursos/:account_id. /discursos
  redirects to the first account, so links already shared keep working.
  The talks menu has a "Link Público" item pointing to the
  congregation's own page.
- PublicTalk.filter is renamed to search: on a relation, filter is
  Enumerable#filter, so current_account.public_talks.filter broke.

* Ignore access times when hashing folder backups

zip stores each file's access time by default. The first backup reads
the files, which updates atime on filesystems mounted with relatime
(GitHub Actions runners), so an immediate second backup of unchanged
content hashed differently and wasn't skipped. That made
FolderBackupService's "does not duplicate" spec fail on CI.
zip -X leaves those extra attributes out.

The public page shows only date and theme, never the speaker, so
checking for the speaker's name passed even when talks leaked.

The let is lazy, so foreign_congregation was only created after the GET and could
never show up in the response.
