fix(act): make truncate agree across the three adapters (#1698)

Two divergences on the same method, neither reachable through the
framework — close-cycle dedups targets by stream before calling — but
Store is a public port that third-party adapters validate against the
TCK, and the TCK pinned neither.

InMemory deleted once from a deduped set and then inserted once per array
entry, so a stream listed twice as a full target got two version 0 seed
events, both reporting the pre-delete count. The SQL adapters cannot
reach that state: their per-target delete sees the seed the previous pass
wrote, and the unique (stream, version) constraint would reject it
anyway. Pair the delete with the seed per target, mirroring them.

Postgres applied full targets before windowed ones while the other two
did the reverse, so a stream listed as both returned the windowed entry
there and the full entry elsewhere. Final on-disk state was already the
same; only the returned map differed. Move Postgres to windowed-first.

Both are now contract rather than accident: stated on the port doc,
covered in writing-a-store.md, and pinned by two TCK cases that fail
against the unfixed adapters.
