fix(act): validate a lane declared on a slice, as the act() path already does (#1713)

slice().withLane registered the bag raw while act().withLane ran it through
resolveLaneConfig, and withSlice then pushed slice lanes verbatim — it only
compares config equality against a same-named existing lane. So the slice
path accepted a bag the act() path rejects.

The cost is silent and permanent. A lane carrying streamLimit -1 drains
nothing for the life of the process: no error, no log, and nothing in
blocked_streams() to find it by. NaN cycleMs reaches setTimeout as 1ms and
hot-spins the worker; NaN leaseMillis stores an Invalid Date that no
comparison can clear, so the stream is unclaimable by any worker until
acked.

It survived because the only in-tree caller passes a valid bag and every
test call site is on the act() path.
